WebUpdate: Did not work. But reinstalling Windows 10 over the top while selecting "Keep all Apps and Settings" fixed all the Modern Apps by resetting them to the default set (all my Desktop programs were fine without a reinstall), but unfortunately it broke the Start Menu from intermittently not working at all again.
